Convert vector in polar coordinates to vector in cartesian coordinates
The polar vector \((v_\rho, v_\varphi)\) at coordinates \((\rho, \varphi)\) is converted to \((v_x, v_y)\) with

v (float or complex, 3-array) – Vector in 3-dimensional cylindrical space
